    Doctor shortage: Mark Butler says fixing decline of general practice and Medicare is top priority


    Health Minister Mark Butler says his top priority is addressing the “terrifying” looming shortage of general practitioners.

    Mr Butler on Monday reiterated his concerns about the decline of general practice as the sector struggles with a dearth of GPs and the widespread withdrawal of bulk billing as Medicare rebates lag behind inflation.

    “I’ve said that general practice is in the most parlous state I think it’s been in the 40-year history of Medicare,” Mr Butler told reporters at Parliament House.

    “I’ve said on a number of occasions publicly that the fact that only about 15 per cent of young medical graduates are choosing a career in general practice is, frankly, terrifying.”

    He said he knew it wouldn’t be easy to turn around this statistic.

    “I’m under no misapprehension as to the scale of that challenge and I see that as the highest priority within health policy for this government,” he said.

    Mr Butler’s comments come after Melbourne-based GP and former Australian Medical Association president Mukesh Haikerwal told The Herald Sun there had been a “great resignation” from the profession in recent months.

    Doctors have also repeatedly raised concerns that the current Medicare rebate structure devalues longer consultations, with patient rebates decreasing significantly as a person spends more time with their doctor.

    Labor has not committed to increasing Medicare rebates for GPs.

    Medicare rebates increased slightly from July 1 by 1.6 per cent due to indexation, lifting rebates for a standard GP consultation from $39.10 to $39.75.

    It meant GPs would receive an extra 65 cents for every 20-minute appointment they bulk billed.

    Bulk billing is the process by which a doctor doesn’t charge a patient for an appointment but relies solely on the Medicare rebate as the full payment for their service.

    Mr Butler will this week meet for a third time with leading medical bodies and other representatives who make up the Strengthening Medicare Taskforce, which he chairs.

    Set up in July, the taskforce is due to report to the federal government by the end of the year on a range of issues affecting general practice including how to make primary care more affordable for patients.

    Labor has committed $750m to a Strengthening Medicare Fund to implement the taskforce’s recommendations, with $250m a year to be allocated from 2023-24.

    Mr Butler told the AMA national conference in August he thought the GP shortage was the health system’s most pressing medium to long-term challenge.

    He said after the conference the average gap fee when visiting a GP was now more than the Medicare rebate itself, for the first time in Medicare’s history.
