    WASHINGTON – The United States Supreme Court on March 18 began hearing arguments in a social media case involving free speech rights and government efforts to curb misinformation online.

    The case stems from a lawsuit brought by the Republican attorneys-general of Louisiana and Missouri, who allege that government officials went too far in their efforts to get platforms to combat vaccine and election misinformation.

    A lower court in 2023 restricted some top officials and agencies in US President Joe Biden’s administration from meeting and communicating with social media companies to moderate their content.

    The ruling was a win for conservative advocates who allege that the government pressured or colluded with platforms like Facebook and Twitter to censor right-leaning content under the guise of fighting misinformation.

    The order applied to a slew of agencies, including the Federal Bureau of Investigation, the State Department and the Justice Department, as well as the Centres for Disease Control and Prevention.

    The decision restricted agencies and officials from meeting social media companies or flagging posts containing “free speech” protected under the First Amendment to the Constitution.

    Louisiana Attorney-General Jeff Landry hailed the “historic injunction” at the time, saying it would prevent the Biden administration from “censoring the core political speech of ordinary Americans” on social media.

    He accused federal officials of seeking to “dictate what Americans can and cannot say on Facebook, Twitter, YouTube, and other platforms about Covid-19, elections, criticism of the government, and more”.

    The order could seriously limit top government agencies from notifying the platforms about false or hateful content that can lead to harmful consequences.

    But the ruling said the government could still inform them about posts involving criminal activity, national security threats and foreign attempts to influence elections.

    In addition to communications with social media firms, the ruling also restricted agencies from “collaborating, coordinating (or) partnering” with groups such as the Election Integrity Partnership, a coalition of research institutions that tackle election-related falsehoods.

    Several experts in misinformation and First Amendment law criticised the ruling, saying the authorities needed to strike a balance between calling out falsehoods and veering towards censorship or curbing free speech. AFP

    JAMSHEDPUR: Jharkhand Chief Minister Champai Soren on Friday said approximately 5,000 primary schools in rural areas of the state were closed by the previous BJP government. He emphasised that this action deprived children from poor adivasi, dalit, and backward sections of society of basic education.
    Speaking after laying the foundation of a degree college in Potka block of East Singhbhum district, Soren criticised the lack of attention towards education by the previous government.
    “BJP’s double-engine government did not pay attention towards education sector but rather they closed down 5,000 primary schools in rural areas of the state to deprive children of adivasis, dalits and backward section of the society of basic education,” he said.
    He highlighted the rich mineral reserves in Potka block, including gold and uranium, but lamented the failure to achieve expected development in the region over the past 24 years.
    “Jharkhand is a rich state with abundance of minerals reserves including gold, copper, iron-ore, uranium and coal but the adivasis of these areas are living below poverty line,” he said.
    The chief minister criticised the previous BJP government for allegedly attempting to destabilise the popularly elected government since his tenure began in 2019.
    However, he praised his own government’s focus on developing basic infrastructure over the past four years, despite the challenges posed by the global pandemic.
    Soren emphasised the importance of education in achieving development and outlined his government’s commitment to promoting education, enhancing scholarships, and ensuring access to higher education for all students.
    He also highlighted efforts to transform government-run schools into excellent and smart model schools to provide quality education.
    “We have been promoting education and ensured that no one should be deprived of higher education owing to want of money,” Soren said.
    Additionally, Soren announced plans to provide state-sponsored housing to nine lakh homeless adivasi families under the Abua Awas scheme within the next three months.
    During the day, he inaugurated three projects and laid the foundation for 100 development projects worth over Rs 119.19 crore.
    Later, Soren visited his ancestral home at Jhilinggora village under Gamariah block of Seraikela-Kharswan to participate in the famous Baha festival.
    Soren also inaugurated a ‘Jaherthan’ (tribals’ place of worship) at Kulludih in the district and prayed for the welfare and prosperity of the state.
    Addressing a gathering, Soren said his government has taken initiatives to preserve, renovate and develop all places of worship in the state.

    Odisha Govt offers free UPSC coaching to Odisha domiciled candidates for the academic year 2024-2025.
    Eligibility Criteria
    To qualify for the scheme, candidates must meet the following eligibility criteria:
    • Domicile: Applicants must be permanent domiciles of Odisha.
    • Age Limit: Candidates should be between 21 and 30 years old as of February 1, 2024, with relaxations for certain categories.
    • Minimum Educational Qualification: A graduation degree or its equivalent qualification is mandatory as of February 1, 2024.
    Selection Process
    The selection of candidates will be based on a Pre-Qualifying Entrance Examination conducted by the State Selection Board, Higher Education Department. 200 aspirants will be selected for coaching at Centurian University of Technology and Management, Jatni, with 33% of seats reserved for women candidates.

    Delhi Budget 2024: In the budget for the year 2024-25, the Delhi government set aside Rs 16,396 crore for education. Atishi, the Finance Minister, highlighted the government’s dedication to providing excellent education to the people of Delhi during the budget presentation in the Delhi Assembly.
    During the budget presentation, the minister emphasised the government’s dedication to overhauling the government schools under the leadership of Kejriwal in Delhi. “In the last 10 years, major changes have been introduced in Delhi government schools. We doubled the budget for education in the national capital. Today we are proposing a budget of Rs 16,396 crore for education in Delhi,” she said.
    “Before the Kejriwal government, the condition of Delhi government schools were not good. People were forced to go to private schools to study,” Atishi added.
    In praising the former deputy chief minister Manish Sisodia, Atishi recognized his significant impact on advancing the educational environment in Delhi. She highlighted that student outcomes in Delhi government schools have seen improvement under the Kejriwal government, surpassing those of private schools.
    In yet another significant achievement, the minister declared the addition of 20,000 new seats in state-run universities, accommodating the current enrollment of 93,000 students across these institutions.
    Discussing teacher training and recruitment, Atishi highlighted the efforts of the Kejriwal-led Delhi government in this regard. She mentioned that the government has been actively involved in the training of teachers, having already regularized 47,914 teachers, with an ongoing recruitment process for 7,000 vacancies.
    Apart from prioritizing education, the Delhi government has dedicated a budget of Rs 8,685 crores towards the healthcare sector. This allocation encompasses funding for hospitals, medical treatments provided by Mohalla Clinics, provision of essential medicines, as well as the construction and expansion of healthcare infrastructure.
    During her inaugural budget address, Delhi Finance Minister Atishi unveiled the ‘Mukhyamantri Mahila Samman Yojana,’ wherein every woman aged 18 or above will receive Rs 1,000 per month starting from the fiscal year 2024-25. “The Kejriwal government will give a monthly amount of Rs 1,000 to every woman aged 18 or above. Under the Mukyamnatri Mahila Samman Yojana, women will be given this benefit,” she said.
    On Monday, Atishi revealed the spending plan for the financial year 2024-25 in the Delhi Assembly, setting aside Rs 76,000 crore. She highlighted the government’s efforts to achieve the vision of ‘Ram Rajya’.

    India Young Scholarship 2024: The first ballot for the India Young Professional Scheme 2024 will be opening today, February 20, 2024.
    Under the IYP Scheme the UK government will be offering 3,000 Indians UK VIsa to study, work, or live abroad. According to a tweet by the British High Commission in India, the ballot will be opened today at 2:30 PM and will go on till February 22, 2024 2:30PM.
    The tweet reads, “If you’re an Indian graduate who wants to live, work or study in the UK for up to 2 years, you can enter the ballot for a chance to apply for a visa.”

    Eligibility criteria
    The official website of IYP Scheme 2024 (gov.uk/india-young-professionals-scheme) adds that 3,000 slots are available for getting a UK Visa under the India Young Professional Scheme.It reads, “Most places will be made available in the February ballot. Remaining places will be made available in the July ballot.”
    Interested candidates will be required to submit their details such as names, date of birth, passport details, scanned photographs, phone numbers and working email-address.
    To apply for the scheme, candidates need to meet the following qualifications:

    • Be an Indian national aged between 18 and 30 years old.
    • Be at least 18 years old when planning to travel to the UK.
    • Hold a bachelor’s degree level qualification or higher.
    • Have savings of £2,530 (approximately Rs 2.6 lakh) to support yourself in the UK.
    • Not have any dependent children under the age of 18 living with you or for whom you’re financially responsible.

    What is the selection process?
    The selection process for successful entries uses a random ballot system to ensure fairness and impartiality. Following the close of the ballot, candidates will receive the results via email about two weeks later. Although there is no fee to enter the ballot, applicants should be financially prepared for any additional costs associated with obtaining a UK visa, such as the application fee and health surcharge. The visa application fee is 298 pounds, or approximately Rs. 31,131. Candidates must consider these financial obligations when planning their participation in the scheme.

    MUMBAI: Students and parents will soon have access to an extensive database about colleges and universities in the state. From details about fees, refund policies, placements, internships, hostel facilities, to scholarship opportunities, institutions must disclose every aspect. Teachers’ details, including appointment type (temporary, regular, or visiting), qualifications, research work, experience, and Ph.D.status, must also be posted mandatorily.
    Following a directive by the University Grants Commission (UGC), the state government issued a resolution on Thursday, instructing colleges and universities to provide full disclosure about their institutions on their portals. The details should be uploaded 60 days before the commencement of the degree college admission process, as mentioned in the government resolution (GR).
    Colleges must publish previous year’s admission cut-offs, as well as the number of applications received and actual enrollment figures. Details of any foreign collaboration, including the partner university’s accreditation status in the home country, must also be disclosed, according to the GR based on the UGC directive. Additionally, an exhaustive list of infrastructure requirements, including internet bandwidth and a video showcasing it, is necessary. Each college must establish a student grievance redressal committee and provide details of the ombudsperson on their website.
    Colleges’ rules for imposing fines for various violations, including the maximum fines, must be communicated in advance. While many leading colleges and universities already have some data on their portals, a significant number of institutions do not provide any details on their official portals. “This full disclosure will reveal a concerning state of affairs in many unaided colleges, which lack sufficient qualified teachers,” said a former university official.

    NEW DELHI: Finance minister Nirmala Sitharaman assured the Rajya Sabha on Tuesday that inflation has been contained within the tolerable band, attributing the achievement to the government‘s efforts, particularly in managing prices of perishable commodities. Responding to questions, Sitharaman emphasized the successful measures taken to curb inflation, focusing on essential goods.
    Sitharaman informed the house that the Bhabha Atomic Research Centre (BARC) is collaborating with the government on a project to de-humidify onions through Gamma Rays, aiming to extend their shelf life.Acknowledging the challenges arising from shortages of perishable goods not grown in India, Sitharaman highlighted the government’s proactive approach. She stated, “The committee sits and reviews periodically, and the efforts have shown on the ground that inflation is now within the tolerable band.”
    India’s retail inflation has notably decreased from an average of 6.8% in April-December 2022 to 5.5% in the corresponding period of 2023. The retail inflation rate currently remains stable and falls within the notified tolerance band of 2% to 6%.
    Addressing concerns about onion prices, Sitharaman outlined the government’s strategy, including an increase in the buffer size from 1 lakh metric tonnes (LMT) in 2020-21 to 7 LMT in 2023-24. As of February 3, 2024, 6.32 LMT of onions were procured, with 3.96 LMT of Grade-A onions released through various channels such as retail sales, e-Nam auctions, and bulk sales.
    The finance minister underscored the ongoing efforts to improve the preservation of highly perishable commodities like onions. Steps have been taken to address supply shortages of perishable goods, with a particular focus on enhancing preservation methods.
    Regarding pulses, Sitharaman highlighted that India imported 8.79 lakh metric tonnes of Tur Dal and 15.14 lakh metric tonnes of Masoor Dal in the calendar year 2023. The government introduced ‘Bharat Dal,’ a branded initiative offering Chana Dal at concessional prices. As of January 30, 2024, 2.97 lakh metric tonnes of Chana have been sold, making ‘Bharat Dal’ available in retail markets across the country.
    Sitharaman concluded by stating that the government actively analyzes crop estimates to manage fluctuations in pulse prices, ensuring a stable supply and addressing concerns related to the prices of essential commodities. Retail inflation, based on the Consumer Price Index (CPI), stood at 5.69% in December 2023.

    LUCKNOW: The Uttar Pradesh government on Monday proposed Rs 1,000 crore for providing free sweaters, shoes and bags to around 2 crore school children of classes 1 to 8 and another Rs 1,000 crore for the makeover of government primary schools. Presenting the state budget for 2024-25, Finance Minister Suresh Kumar Khanna said a sum of Rs 650 crore has been allocated for providing free sweaters, shoes and socks and Rs 350 crore for school bags for over 2 crore students studying in class 1 to 8 in government schools.
    The government also proposed Rs 1,000 crore for Operation Kayakalp for primary schools.
    Khanna said that the procurement process for providing uniforms, sweaters, school bags, shoes, and stationery for students has been discontinued. Instead, a sum of Rs 1,200 per student is being directly transferred to the bank accounts of parents through DBT.
    “A provision of Rs 650 crore is proposed for free sweaters and shoes-socks, in addition to Rs 350 crore for school bags for over 2 crore students studying in classes 1 to 8.
    “A provision of Rs 255 crore is proposed with the aim of enrolling more than 2 lakh children from disadvantaged groups and economically weaker sections and Rs 1,000 crore is proposed under Operation Kayakalp for the fiscal year 2024-2025,” he said.
    In 2023-24, digital libraries are being established at the Gram Panchayat and ward level with Rs 300 crore. A budget provision of Rs 498 crore is proposed for 2024-25 to continue this initiative.
    To operate 36 primary schools in Vantangiya villages, 144 posts have been created, he said.
    A provision of Rs 168 crore is proposed for the distribution of free uniforms to approximately 30 lakh students above the poverty line, he said.
    A provision of Rs 516.64 crore is proposed under the Samagra Shiksha Yojana to ensure that all government secondary schools in the state are equipped with basic facilities by the financial year 2024-2025 as well as to establish smart classes, labs in every government secondary school.
    He said that Rs 200 crore is proposed for enhancing infrastructure facilities in aided non-government secondary schools, Rs 5 crore is proposed for the establishment of the new Rajkiya Sanskrit Vidyalayas (Government Sanskrit Schools).
    Rs 10.46 crore is proposed for the construction of hostels and mini stadiums in Rajkiya Sanskrit Vidyalayas and Rs 4 crore is proposed for the operation of Sainik School, Gorakhpur, Khanna said.
    For the establishment of Maa Vindhyavasini State University in the Vindhyaachal Dham division, one state university in the Moradabad division, and Maa Pateshwari State University in the Devi Patan division, a provision of Rs 51.20 crore is proposed for each university.
    To encourage education, a provision of Rs 100 crore is proposed under the Mukhyamantri Shikshuta Protsahan Yojana and Rs 30 crore is proposed for the expansion of basic facilities in the state universities of the state.
    Rs 55 crore proposed for the establishment of new government colleges as well as the completion of buildings under construction at government colleges, he said. To bolster vocational education, a pragmatic and hands-on orientation program is slated for the students of classes 6 to 8 as well as for secondary-level students in the financial year 2024-2025.
    Aligned with the One District One Product (ODOP) initiative, the roadmap includes conducting courses based on the National Curriculum Framework and National Credit Framework.
    This strategic approach aims to expand access to job roles and sectors for an increasing number of students. In this, emphasis will be laid on providing certificates in computer education along with UP Board certificate on passing 12th grade through the National Institute of Electronics and Information Technology.
    With the participation of Tata Technologies Limited, the construction of modern workshops and classrooms in 150 government Industrial Training Institutes is in the final stage. The remaining 69 institutions of the state where at least 5000 square feet of land is available are proposed to be upgraded in the financial year 2024-2025, for which a provision of Rs 818.75 crore is proposed, he said.
    In order to provide training along with allowances to the youth in industries through apprenticeship, a provision of Rs 70 crore is proposed for the Chief Minister Apprenticeship Promotion Scheme in the financial year 2024-2025.

    The Finance Minister of Kerala, K. N. Balagopal, presented the budget for the financial year 2024-25 on February 5, 2024. A significant amount of Rs. 1032.62 crores has been allocated for the public education sector, and 33 crores have been earmarked for the modernization of schools, providing a major boost to the education sector.
    As per the announcement, one school will be raised as a model school in every district of Kerala.He also added that Rs. 155.34 crore has been assigned for the distribution of free uniforms.
    The finance minister announced the establishment of five new nursing colleges in the state. Rs. 13 crore has also been allocated for waste management projects in medical colleges.
    “The education sector will make strong capital and attract students for professional courses from outside the state to make a medical hub; facilities will be maintained at all medical colleges for foreign nationals,” added Kerala Minister KN Balagopal.
    The government of Kerala is making efforts to attract more international students to the state. Consequently, universities in the state will be upgraded with advanced technology. The minister further stated that the government would prioritize the establishment of foreign university campuses in accordance with the guidelines of the University Grants Commission (UGC).
    In another major announcement, Balagopal stated that his government aims to create 10,000 jobs in the sports sector. An investment of Rs. 5000 crores has been mobilised through the International Sports Summit.
    The Finance Minister has announced a new pension scheme for state employees.
    During his budget presentation, the Kerala Finance Minister criticized the Union Interim Budget 2024, calling it a big disappointment.
    Key Highlights from Kerala Budget 2024-25

    • Public education is a priority with Rs 1,032 crore earmarked, including the initiative to establish a ‘model school’ in each district.
    • The government has set aside Rs 170 crore to support and promote art and culture.
    • The Kudumbashree mission will receive Rs 265 crore, with the launch of Kudumbashree Livelihood Initiative for Transformation (K-LIFT) as part of the mission’s 25th-anniversary celebrations.
    • Kalamandalam deemed university has been granted Rs 19.5 crore.
    • For the modernisation of the Excise department, Rs 9.27 crore has been allotted.
    • Dialysis units in hospitals will receive a boost with Rs 9.88 crore, and Rs 9.5 crore has been set aside for Vimukthi, the campaign against drug and substance addiction.
    • The farm sector will benefit from an outlay of Rs 1689.30 crore, and the Kerala State Road Transport Corporation (KSRTC) will receive Rs 128 crore to enhance its services.
    • The Haritha Kerala mission will further receive Rs 7.5 crore for the renovation of ponds, and the Kochi Metro has been allocated Rs 239 crore in the Kerala Budget 2024-25.

    AMARAVATI: The Andhra Pradesh government signed a Memorandum of Understanding (MOU) with the Switzerland-based International Baccalaureate (IB) on Wednesday to implement IB curriculum in government schools. The IB syllabus will be introduced to students in class I beginning in the academic year 2025-26, and as they progress to upper classes each year, they will learn the upgraded lessons, making IB a part of all classes in government schools by 2035, and the IB syllabus will be taught to students in Class XII in 2037.
    School Education Principal Secretary Praveen Prakash and Chief Education Officer (Director of Education Innovation) of IB Anton Beguin exchanged MoU copies in the presence of the Chief Minister Y.S. Jagan Mohan Reddy at the Camp Office here.
    Speaking on the occasion, the Chief Minister said that it is a great satisfying programme as it paves way for integrating IB syllabus and practices with the syllabus of students of Classes I to XII.
    In countries like India, quality education is necessary for students to make them competitive at the global level, he said, adding that the MoU with the IB offers a good future and helps them get high-paid jobs in the ever-competitive job market.
    Compared to the western countries, it is necessary to upgrade the present educational system and syllabus in India for enhancing problem solving abilities of students, the Chief Minister said, adding that IB curriculum integration with the school syllabus would help achieve this objective.
    As per the MoU, IB experts will impart training to teachers in government schools, education department officials at mandal and district level, officers and staff of the SSC and Intermediate Boards and APSCERT in handling IB syllabus .
    This will make them part of the IB global teaching network. A new journey has begun and it helps set a new standard in the educational system, he said.
    IB Director General Olli Pekka Heinonen, who participated in the programme virtually from Geneva, said this is their biggest MoU of its kind and it would be an inspiration for other countries and regions.
    He said that the MoU helps improve his country’s relations with India in the educational sector and IB would first concentrate on Play Best Learning among the students while helping them learn foreign languages also along with other important subjects like mathematics, science and arts.
