    ROME — Suspected Islamic terrorists bombed a Catholic Mass at Mindanao State University in southern Philippines on Sunday, killing at least four and wounding dozens more.

    The explosion took place in Marawi, the country’s largest Muslim city, on the first Sunday of Advent, the Christian season of preparation for the feast of Christmas marking Jesus’ birth.

    Regional police Chief Allan Nobleza said that the blast, which came from a grenade or an improvised explosive device (IED), may have been a vendetta after a Philippine military airstrike on Friday killed 11 Islamist militants from the Dawlah Islamiyah-Philippines organization in Mindanao.

    Officials from Mindanao State University condemned “the act of violence,” saying the institution stands “in solidarity with our Christian community and all those affected by this tragedy.”

    The governor of the Lanao del Sur province in Mindanao, Mamintal Alonto Adiong Jr., denounced the “violent bombing” as an assault on the “right to religion.”

    “Terroristic attacks on educational insitutions [sic] must also be condemned because these are places that promote the culture of peace and mold our youth to be the future shapers of this country.”

    Army Major General Gabriel Viray III also defined the attack at the Mindanao State University “a terror act,” noting that security forces are on “heightened alert” as they try to determine the motive and identify the perpetrators of the attack.

    For his part, Pope Francis sent a telegram saying he was “deeply saddened” by news of the attack, assuring his “spiritual closeness” to all affected by the bombing.

    The pontiff said he was commending the souls of those who died to “almighty God’s loving mercy” while imploring “the divine gifts of healing and consolation upon the injured and bereaved.”

    Francis also pledged prayers that “Christ the Prince of Peace will grant to all the strength to turn from violence and overcome every evil with good.”

    According to eyewitnesses, the explosion took place during the first Bible reading at Sunday’s Mass, a text from the book of the Prophet Isaiah urging God to come to the aid of his people.

    “Return for the sake of your servants, the tribes of your heritage,” the text reads. “Oh, that you would rend the heavens and come down, with the mountains quaking before you.”

    Researchers in South Africa say they have rediscovered a species of mole with an iridescent golden coat and the ability to almost “swim” through sand dunes after it hadn’t been seen for more than 80 years and was thought to be extinct.

    The De Winton’s golden mole — a small, blind burrower with “super-hearing powers” that eats insects — was found to be still alive on a beach in Port Nolloth on the west coast of South Africa by a team of researchers from the Endangered Wildlife Trust and the University of Pretoria.

    It had been lost to science since 1936, the researchers said.

    With the help of a sniffer dog, the team found traces of tunnels and discovered a golden mole in 2021. But because there are 21 species of golden moles and some look very similar, the team needed more to be certain that it was a De Winton’s.

    They took environmental DNA samples — the DNA animals leave behind in skin cells, hair and bodily excretions — but had to wait until 2022 before a De Winton’s DNA sample from decades ago was made available by a South African museum to compare. The DNA sequences were a match.

    The team’s research and findings were peer reviewed and published last week.

    “We had high hopes, but we also had our hopes crushed by a few people,” one of the researchers, Samantha Mynhardt, told The Associated Press. “One De Winton’s expert told us, ‘You’re not going to find that mole. It’s extinct.'”

    The process took three years from the researchers’ first trip to the west coast of South Africa to start searching for the mole, which was known to rarely leave signs of its tunnels and almost “swim” under the sand dunes, the researchers said. Golden moles are native to sub-Saharan Africa and the De Winton’s had only ever been found in the Port Nolloth area.

    Two De Winton’s golden moles have now been confirmed and photographed in Port Nolloth, Mynhardt said, while the research team has found signs of other populations in the area since 2021.

    “It was a very exciting project with many challenges,” said Esther Matthew, senior field officer with the Endangered Wildlife Trust. “Luckily we had a fantastic team full of enthusiasm and innovative ideas, which is exactly what you need when you have to survey up to 18 kilometers of dune habitat in a day.”

    The De Winton’s golden mole was on a “most wanted lost species” list compiled by the Re:wild conservation group.

    Others on the list that have been rediscovered include a salamander that was found in Guatemala in 2017, 42 years after its last sighting, and an elephant shrew called the Somali sengi seen in Djibouti in 2019, its first recorded sighting since 1968.

    SpaceX’s uncrewed spacecraft Starship, developed to carry astronauts to the moon and beyond, was presumed to have failed in space minutes after lifting off on Saturday in a second test after its first attempt to reach space ended in an explosion.

    The two-stage rocket ship blasted off from the Elon Musk-owned company’s Starbase launch site near Boca Chica, Texas, soaring roughly 90 kilometers (55 miles) above ground on a planned 90-minute flight into space.

    But the rocket’s Super Heavy first stage booster, though it appeared to achieve a crucial maneuver to separate with its core stage, exploded over the Gulf of Mexico shortly after detaching.

    Meanwhile, the core Starship booster carried further toward space, but roughly 10 minutes into the flight a company broadcaster said that SpaceX mission control suddenly lost contact with the vehicle.

    “We have lost the data from the second stage. … We think we may have lost the second stage,” SpaceX’s livestream host John Insprucker said.

    The launch was the second attempt to fly Starship mounted atop its towering Super Heavy rocket booster, following an April attempt that ended in failure about four minutes after liftoff.

    A live SpaceX webcast of Saturday’s launch showed the rocket ship rising from the launch tower into the morning sky as the Super Heavy’s cluster of powerful Raptor engines thundered to life.

    The test flight’s principal objective was to get Starship off the ground and into space just shy of Earth’s orbit. Doing so would have marked a key step toward achieving SpaceX’s goal of producing a large, multipurpose spacecraft capable of sending people and cargo back to the moon later this decade for NASA, and ultimately to Mars.

    Musk — SpaceX’s founder, chief executive and chief engineer — also sees Starship as eventually replacing the company’s workhorse Falcon 9 rocket as the centerpiece of its launch business, which already takes most of the world’s satellites and other commercial payloads into space.

    NASA, SpaceX’s primary customer, has a considerable stake in the success of Starship, which the U.S. space agency is counting on to play a central role in its human spaceflight program, Artemis, successor to the Apollo missions of more than a half century ago that put astronauts on the moon for the first time.

    The mission’s objective was to get Starship off the ground in Texas and into space just shy of reaching orbit, then plunge through Earth’s atmosphere for a splashdown off Hawaii’s coast. The launch had been scheduled for Friday but was pushed back by a day for a last-minute swap of flight-control hardware.

    During its April 20 test flight, the spacecraft blew itself to bits less than four minutes into a planned 90-minute flight that went awry from the start. SpaceX has acknowledged that some of the Super Heavy’s 33 Raptor engines malfunctioned on ascent, and that the lower-stage booster rocket failed to separate as designed from the upper-stage Starship before the flight was terminated.

    Chen Zeigen recently returned to Canada from Israel, where he and his brother spent time supporting grieving families in the wake of the Oct. 7 attacks by Hamas. While he tried to provide comfort, he says he felt the role was often reversed.

    “I went to funerals. I made shiva calls. The grieving families often look at me and my brother as if we need to be comforted, because the sentiment is that they have closure and they can grieve. And we are being held up in the air and then we don’t know anything,” Zeigen told host Mercedes Stephenson in an interview on The West Block.

    Zeigen’s mother, Canadian Israeli peace activist Vivian Silver, is believed to have been taken hostage by Hamas in those attacks.

    “I feel there is still hope that she is alive and well and that we will be able to see her back with us,” Zeigen said.

    About a week after the attacks, Zeigen says his family was contacted by the Israeli government, which said it had geolocated Silver’s phone in Gaza.

    This is the lone bit of information he says the family has received about what may have happened to Silver after her home in the Be’eri kibbutz near the Israel-Gaza border was burned in the attack.

    The last text message she sent was, “They’re inside the house,” her other son, Yonatan Zeigen told Global News previously.

    Silver was born in Winnipeg and moved to Israel in the 1970s, where she quickly became a fierce peace activist and founded the organization Women Wage Peace.

    “She believed in reaching peaceful agreement, building peace from the bottom up. She devoted her life to garnering understanding between Israelis and Palestinians, organizing encounters. She constantly opposed any use of violence on either side,” Zeigen told Stephenson.

    But now, that peaceful solution Silver spent her life advocating for has been pushed further into doubt, Zeigen added.

    “I know that one of the heartbreaking consequences of this attack is that many of her friends that survived the attack, many of the people in my community in Kibbutz Be’eri, who shared these views with her, who struggled for a peaceful solution, they have completely lost faith,” he said.

    “So I hope if we see her again soon, that she is still the hopeful, hopeful and strong woman that we know.”

    ‘No real movement’ on hostages: Cotler

    Zeigen was joined on The West Block by Irwin Cotler, Canada’s now-former special envoy on preserving Holocaust remembrance and combating antisemitism.

    He’d finished his duties as the first person in that role when the attacks happened and was in Israel at the time.

    “We were there to celebrate my son’s marriage and it ended up becoming, as it’s been said, the worst day in Jewish history since the Holocaust,” Cotler said.

    The Oct. 7 attacks saw 1,400 people killed, according to Israeli authorities, and more than 200 people believed to be taken hostage.

    Cotler is calling on an international coalition to work toward the unconditional return of hostages, saying their release is a humanitarian, legal and moral imperative.

    “At this point, there’s been no real movement on the matter of the hostages. And we say it’s a matter of urgency and it’s a matter of international responsibility,” he said.

    In the weeks since the attack, a handful of hostages have been released.

    There have been heated rallies around the world since the attack and amid Israel’s retaliatory airstrikes and ground movements on Gaza, which is run by Hamas. Hamas-run Gaza health authorities say some 9,000 people have been killed in the retaliatory strikes.

    Amid this tension, Cotler says there is the “most alarming” rise in antisemitism since formal tracking began 50 years ago.

    “We’re seeing now an intensifying resurgent, metastasized global antisemitism,” Cotler said, describing the growth as “explosive.”

    On Oct. 16, Prime Minister Justin Trudeau named Deborah Lyons as Colter’s successor as special envoy on preserving Holocaust remembrance and combating antisemitism.

    Lyons is Canada’s former ambassador to Israel.

    Indiana authorities have identified an Indianapolis man who vanished in 1993 as the ninth presumed victim of a long-deceased businessman suspected in a string of killings in the 1980s and 1990s, a coroner said Tuesday. The news comes after the long-missing man’s family urged a renewed effort to identify charred bones and fragments found on the suspect’s estate.

    A bone that was recovered in 1996 on Herbert Baumeister’s Indianapolis-area property was identified through forensic genetic genealogy testing as remains of Allen Livingston thanks to a DNA swab sample his mother provided, Hamilton County Coroner Jeff Jellison said.

    Livingston would have been 27 when he was reported missing to Indianapolis police in August 1993, the coroner said. According to the Doe Network, Livingston disappeared on the same day as another one of Baumeister’s alleged victims, Manuel Resendez, whose body was also found buried on Baumeister’s estate

    His identification makes Livingston the ninth presumed victim of Baumeister to be identified by investigators from among roughly 10,000 charred bones and bone fragments that were found at Baumeister’s sprawling property, Jellison said.

    Baumeister was 49 when he killed himself in Canada in July 1996 as investigators sought to question him about the human remains discovered at Fox Hollow Farm, his 18-acre estate in Westfield, a Hamilton County city that’s a few miles north of Indianapolis.

    Investigators believed Baumeister, a married father of three who frequented gay bars, lured men to his home and killed them. By 1999, authorities had linked him to the disappearance of at least 16 men since 1980, including several whose bodies were found dumped in shallow streams in rural central Indiana and western Ohio.

    Jellison announced a renewed effort last year to identify the charred bones and fragments by asking relatives of young men who vanished between the mid-1980s and the mid-1990s to submit DNA samples. He said investigators believe the bones and fragments could represent the remains of at least 25 people.

    Livingston’s family prompted the renewed identification effort, Jellison said, when one of his cousins called him last year and said his family believed Livingston may have been among the remains found at Baumeister’s property. Jellison said the cousin told him Livingston’s mother was ailing “and the family would like to provide her with some closure.”

    Jellison said he marvels at the fact that Livingston’s remains were the first to be identified from among 44 individual bones or fragments that have since been sent to the Indiana State Police Laboratory for analysis to extract DNA.

    “What are the odds, out of 10,000 remains? Out of 10,000, we selected 44 and the first identification is a person from the family that initiated this whole thing,” he said. “Where does that come from?”

    Jellison said he called Livingston’s mother on Monday to deliver the news after staff from the state police laboratory informed him of their success in identifying the bone as belonging to her son.

    “Yesterday was an emotional day in our office,” he said. “We identified a person who had been missing for 30 years. That person is likely a murder victim. So our first reaction was to celebrate the success of what we had done, but we very quickly turned to the stark reality that we’ve got another murder victim.”

    Jellison said many of the thousands of bones and fragments recovered from Baumeister’s property were both burned and crushed. For investigations that are reliant on DNA, he said, “that’s probably the two worst things that you can do to remains.”

    During the original investigation in the 1990s, 11 human DNA samples were extracted from bones and bone fragments. Eight of those people, all young men, were identified and matched to DNA samples, with Livingston now the ninth to be identified, Jellison said.

    Four additional DNA profiles have been developed from the bones and fragments, and work is underway to compare those with DNA samples provided by relatives of other missing men, he said.

    So far, more than 30 families have provided DNA samples, and Jellison hopes other families will submit additional samples.

    “If you have someone missing from the 1980s to the middle 1990s, please contact us,” he said, “because we don’t know the reach of this crime.”

    CBS affiliate WTTV reported the case began in June 1996 when Baumeister’s 15-year-old son discovered a human skull about 60 yards away from the home.

    The investigation began while Baumeister and his wife of 24 years were in the middle of divorces proceedings, WTTV reported. The day after their son found the bones, Baumeister’s wife was granted an emergency protective order and custody to keep him away from her and the three children.

    At the time, Baumeister explained away the discovery, saying it was part of his late father’s medical practice, the station reported. 

    Three days after the boy discovered the remains, more remains were found by Hamilton County firefighters, perplexing investigators, the station reported.

    “It’s an unusual spot to find bodies,” then-Sheriff Joe Cook is quoted as telling The Indianapolis Star.

    Anyone who believes they are a relative of a missing person who may be connected to the case is asked to contact the Hamilton County Coroner’s Office.

    The U.S. Coast Guard has recovered remaining debris, including presumed human remains, from the Titan submersible that imploded in June while on its way to explore the wreck of the Titanic.

    The search for the Titan sub and its five passengers captured international attention after the vessel lost contact with the surface shortly into its dive. Rescuers raced to locate the sub before its 96-hour supply of oxygen ran out, but the rescue mission soon turned to one of recovery after a debris field was found that was “consistent with a catastrophic implosion of the vessel.”

    More debris and evidence were found on the North Atlantic seafloor, the Coast Guard announced Wednesday, as part of a follow-up to the initial recovery efforts for the Titan sub.

    Investigators from the Transportation Safety Board of Canada and the U.S. National Transportation Safety Board joined the salvage mission, which concluded on Oct. 4, as these agencies continue to probe the incident.

    The new evidence that was recovered includes “additional presumed human remains” that were “carefully recovered from within Titan’s debris,” the Coast Guard said. The remains will be examined by U.S. medical professionals.

    The Coast Guard first announced the discovery of presumed human remains in the Titan wreck on June 28, after earlier comments that suggested the remains of the five passengers would never be found due to the nature of the implosion.

    The evidence recovered last week also includes the intact titanium endcap on the rear of the vessel, of which the Coast Guard shared a photo.

    The recovered evidence was transported to an unnamed U.S. port for cataloguing and analysis, the agency said.

    The Coast Guard is coordinating with international investigative agencies for a “joint evidence review” of the recovered debris. In the meantime, the Coast Guard will continue examining evidence and interviewing witnesses ahead of a public hearing regarding the tragedy. This hearing has yet to be scheduled.

    Investigators believe the Titan sub imploded shortly after it made its descent into deep North Atlantic waters on June 18. The crew onboard were attempting to view the wreck of the Titanic, which sank in 1912.

    The sub was operated by OceanGate, which has since gone out of business. The CEO of the company, Stockton Rush, died onboard the vessel. The four other passengers who died were Pakistani businessman Shahzada Dawood and his 19-year-old son Suleman, billionaire adventurer Hamish Harding, and French explorer Paul-Henri Nargeolet.

    OceanGate charged passengers US$250,000 for the voyage to view the Titanic shipwreck.

    Two Canadians are dead and a third is presumed dead as a result of the conflict in Israel, Foreign Affairs Minister Melanie Joly said Wednesday, adding that military flights to evacuate Canadians in Israel to Athens will begin this week.

    Meanwhile, the Canadian government is working on a way to get Canadians who can’t make it to Tel Aviv out of Gaza and the West Bank, possibly through Jordan.

    Speaking to reporters, Joly said she is also working through diplomatic channels to try to prevent an escalation of the conflict.

    In addition to the two Canadians killed and one presumed dead, three others are missing, according to Global Affairs Canada.

    Joly refused to disclose whether Canadians are among those who have been taken hostage by Hamas. She said Canadian hostage experts will be flying to Israel to provide their expertise.

    Joly’s comments come after the Palestinian militant group Hamas staged an attack on Israel last weekend, firing rockets, killing civilians and taking hostages.

    The attack prompted Israel to declare war on Hamas with attacks of its own. Israel has also ordered what it has described as a complete siege of Gaza, blocking everything from electricity and fuel to food and water from entering.

    Questions have been raised about the Canadian government’s response time to the crisis and reports that Canadians in the region had difficulty reaching Global Affairs staff and getting answers.

    However, Joly said it has taken time to assess the situation and make arrangements, which were only finalized Tuesday night.

    Arranging flights out

    The Canadian Armed Forces are sending two planes to the region to evacuate Canadians from Israel to Athens, where Air Canada has a hub. Global Affairs is sending staff to Athens to help Canadians arriving on those flights.

    The evacuation assistance will be open to Canadian citizens, their spouses and children, as well as Canadian permanent residents, their spouses and children.

    Joly said it is unusual for the government to provide evacuation flights while commercial flights are still available. However, the government was getting reports of Canadians trying to leave the region whose commercial flights were cancelled, and the backlog of people unable to get out of the region was growing.

    Chief of Defence Staff Wayne Eyre said the military began planning for a possible evacuation as soon as the conflict erupted, but only received the formal request for flights Tuesday.

    Among the factors the military has to consider are security, the assets the military has available, getting overflight clearance, landing slots and co-ordinating with Canada’s allies in the region.

    “No mission is more important than protecting Canadians here and overseas,” said Eyre.

    The number of evacuation flights and their frequency will be guided by demand. Joly warned that the evacuation flights are an exceptional measure that won’t last forever.

    Canadians who can’t get to Tel Aviv — such as those in the West Bank and Gaza — will likely require a different route out, Joly said. One option is to get people to Jordan, where they could access commercial flights back to Canada.

    The government doesn’t know the exact numbers of Canadians in the West Bank or Gaza, but says 470 are registered with Global Affairs. Joly said Canada would normally work with the United Nations on an evacuation, but Canada does not have any information about a UN evacuation.

    Asked about the prospect of having to evacuate Canadians out of Lebanon, Joly said a higher priority is working on de-escalating the situation. She said she will be speaking with Lebanese officials later today.

    The U.S. Coast Guard said Tuesday it had recovered “additional presumed human remains” and what is believed to be the last of the debris from the Titan submersible, which imploded in June in the North Atlantic while on a descent to view the wreckage of the Titanic, killing all five people aboard.

    The debris was transported to a U.S. port, where it will be cataloged and analyzed, the Coast Guard said in a news release.

    The human remains, which were “carefully recovered from within the debris,” have been “transported for analysis by U.S. medical professionals,” the agency added.

    The salvage operation, a follow-up to a previous recovery mission, was conducted by Coast Guard engineers, National Transportation Safety Board investigators, and the Transportation Safety Board of Canada.

    The Coast Guard Marine Board of Investigation has been leading the investigation into what caused the implosion, with help from Canada, France and the United Kingdom.

    The Coast Guard said Tuesday its next step will next be to hold a joint evidence review session involving the NTSB and international agencies to analyze the debris, and will follow that up at some point with a public hearing.

    MBI investigators have been conducting ongoing evidence analysis and witness interviews, the Coast Guard said.

    On June 18, the Titan sub, which was owned and operated by OceanGate Expeditions, lost contact with the Polar Prince, a Canadian research vessel, about one hour and 45 minutes into its voyage to the wreckage of the Titanic.

    Prior to discovering that the sub had imploded, a massive international search and rescue effort ensued over the course of several days because of the limited amount of oxygen that would be aboard the sub if it had become trapped beneath the surface.

    However, on June 22, the Coast Guard announced that the sub had experienced a “catastrophic loss of the pressure chamber” during its decent four days prior, confirming that the Titan’s debris had been located about 900 nautical miles east of Cape Cod, Massachusetts.

    Those who died in the implosion were OceanGate CEO Stockton Rush, Pakistani businessman Shahzada Dawood, his 19-year-old son Suleman, billionaire adventurer Hamish Harding and French explorer Paul-Henri Nargeolet.

    OceanGate suspended all operations in early July. The company, which charged $250,000 per person for a voyage aboard the Titan, had been warned of potential safety problems for years.

    A professional trade group in 2018 warned that OceanGate’s experimental approach to the design of the Titan could lead to potentially “catastrophic” outcomes, according to a letter from the group obtained by CBS News.

    In announcing its investigation, the Coast Guard said it would be looking into possible “misconduct, incompetence, negligence, unskillfulness or willful violation of law.”

    The Wagner Group’s presence extends from the ancient battlegrounds of Syria to the deserts of sub-Saharan Africa, projecting the Kremlin’s global influence with mercenaries accused of using brutal force and profiting from seized mineral riches.

    But that was under Yevgeny Prigozhin, who in what may have been his final recruitment video, appeared in military fatigues and held an assault rifle from an unidentified dry and dusty plain as he boasted that Wagner was “making Russia even greater on all continents and Africa even more free.”

    A private jet carrying Prigozhin and his top lieutenants crashed northwest of Moscow on Wednesday, two months after he led an armed rebellion that challenged the authority of Russian President Vladimir Putin. There is wide speculation that the mercenary leader, who is presumed dead, was targeted for assassination because of his uprising, although the Kremlin has denied involvement.

    The crash has raised questions about the future of Prigozhin’s private army, which fought alongside Russian troops in Ukraine before his brief uprising against military leaders in Moscow.

    Russian authorities have cited the need to await DNA test results to confirm Prigozhin’s death, but Putin expressed condolences after the jet fell from the sky. The Russian leader also has ordered Wagner fighters to sign an oath of allegiance to the Russian state, according to a decree published on the Kremlin’s website late Friday and effective immediately.

    The order followed the Kremlin’s denial Friday of suggestions from Western officials and news media that the Wagner leader may have been killed on Putin’s orders.

    In African countries where Wagner provided security against extremist organisations like al-Qaida and the Islamic State group, officials and commentators predicted Russia would likely maintain a presence, placing the mercenaries under new leadership.

    Others, however, say Prigozhin built deep, personal connections that Moscow could find challenging to replace quickly.

    Africa is vitally important to Russia — economically and politically.

    This summer, Wagner helped secure a national referendum in the Central African Republic that cemented presidential power; it is a key partner for Mali’s army in battling armed rebels; and it contacted the military junta in Niger that wants its services following a coup.

    Expanding ties and undercutting Western influence in Africa is a top priority as the Kremlin seeks new allies amid its war in Ukraine, where Wagner forces also helped win a key battle. Africa’s 54 nations are the largest voting bloc at the U.N., and Moscow has actively worked to rally their support for its invasion.

    Linda Thomas-Greenfield, the U.S. ambassador to the U.N., said Friday that Wagner’s forces “are destabilizing, and we’ve encouraged countries in Africa to condemn their presence as well as their actions.”

    The Republican Front in the Central African Republic, which is allied with the country’s ruling party, on Thursday reiterated its support for Russia and Wagner, saying they were “determined to fight alongside the African people as they struggle for self-determination.”

    Wagner forces have served as personal bodyguards for President Faustin Archange Touadera, protecting the capital of Bangui from rebel threats and helping Touadera win the July 30 constitutional referendum that could extend his power indefinitely.

    Central African activist and blogger Christian Aime Ndotah said the country’s cooperation with Russia would be unaffected by new leadership at Wagner, which has been “well-established” in the country for years.

    But some in the Central African Republic denounce the mercenaries, and the U.N. peacekeeping mission there criticized them in 2021 for human rights abuses.

    “A state’s security is its sovereignty. You can’t entrust the security of a state to a group of mercenaries,” said Jean Serge Bokassa, former public security minister.

    Nathalia Dukhan, a senior investigator at The Sentry, a policy organization based in Washington, predicted the Kremlin would try to bring Africa closer into its orbit.

    “Wagner has been a successful tool for Russia to expand its influence efficiently and brutally,” she said. “In the midst of all the turmoil between Putin and Prigozhin, the Wagner operation in Central Africa only deepened, with increased direct involvement by the Russian government.”

    High-ranking Wagner operatives have built relationships in Mali and the Central African Republic and understand the terrain, said Lou Osborn of All Eyes on Wagner, a project focusing on the group.

    “They have a good reputation, which they can sell to another Russian contender. It wouldn’t be surprising if a new organization took them over,” Osborn said, noting that Russian military contractors in Ukraine, such as Redut and Convoy, have recently expressed a desire to do business in Africa.

    Redut was created by the Russian Defense Ministry, which had sought to put Wagner under its control. Following the June mutiny, Putin said the mercenaries could sign contracts with the ministry and keep serving under one of the group’s top commanders, Andrei Troshev. It wasn’t clear how many troops accepted, but media reports put the number at a few thousand.

    The Kremlin still could face challenges in keeping the strong presence in Africa that Prigozhin helped establish.

    Former Putin speechwriter Abbas Gallyamov said Prigozhin may have been allowed to continue his post-activities because Russian authorities had to find people who would take over his work.

    “Time was needed to create the new channels, new mechanisms of control over those projects,” he said. “And it’s not a fact that they have been successful in that. It’s possible that they have failed and the Kremlin may lose some of those projects.”

    Britain’s Defense Ministry said Prigozhin’s demise “would almost certainly have a deeply destabilizing effect on the Wagner Group.”

    “His personal attributes of hyper-activity, exceptional audacity, a drive for results and extreme brutality permeated Wagner and are unlikely to be matched by any successor,” it said.

    On Friday, Kremlin spokesman Dmitry Peskov refused to comment on Wagner’s future.

    For Prigozhin, who founded Wagner in 2014, its missions weren’t simply about advancing Russia’s global clout. His contractors in Syria, Libya, Sudan and elsewhere tapped the mineral and energy wealth of those countries to enrich himself.

    Central African Republic lawmaker and opposition leader Martin Ziguélé said Wagner was active in gold mining, timber and other industries — without paying taxes.

    “We can only conclude that it’s plundering,” he said.

    Prigozhin reached a deal with Putin after the rebellion that saw Wagner mercenaries move to Belarus in exchange for amnesty and spoke repeatedly since then about expanding his activities in Africa. He was seen courting African officials at a recent summit in St. Petersburg.

    He quickly welcomed last month’s military coup that toppled Niger President Mohamed Bazoum. The junta reached out to Wagner, but the group’s response was unclear. There’s been no visible presence of Russian mercenaries in the West African nation so far, other than crowds waving Russian and Wagner flags at demonstrations in support of the coup.

    While U.S. officials didn’t confirm that Russia or Wagner had any role in Bazoum’s ouster, there are fears the Kremlin could exploit it to weaken Western positions in West Africa, where Wagner mercenaries already are active in Mali and have a suspected presence in Burkina Faso.

    Some people in Niger think Prigozhin’s presumed death won’t stop Russia from trying to expand its influence.

    “Our belief is that Russia wants to get a base here and to be popular. It’s obvious they want to be here,” Baraou Souleimanin, a tailor in Niamey, Niger’s capital, told The Associated Press. Since the coup, he said he’s sewn more than 150 Russian flags in a month.

    “We pray that Allah strengthens the relationship with (Wagner) to continue the deal. If the relationship is good and strong, it’s possible they’ll continue with the deal even after his death,” he said Thursday.

    In neighboring Mali, a military junta that seized power in 2020 expelled French troops, diplomats, and media, and ordered an end to a decade-long U.N. peacekeeping mission.

    Though not officially recognized by Malian authorities, Wagner forces have been known to operate in the rural north, where rebel and extremist groups have eroded state power and tormented communities.

    Human Rights Watch says Mali’s army, together with suspected Wagner mercenaries, committed summary executions, looting, forced disappearances and other abuses.

    “What we have experienced through Wagner is the massacre of our people,” said Ali Nouhoum Diallo, former president of the national assembly.

    Timbuktu resident Youba Khalifa said Wagner’s presence in Mali wouldn’t change without Prigozhin because “they’re going to replace him with another leader.”

    Although Prigozhin had told his troops in Belarus their new mission would be in Africa, several thousand of them trained the Belarusian army near the Polish border, prompting Warsaw to bolster forces there. There were signs, however, the mercenaries were preparing to pull back to Russia.

    Belarusian Hajun, a group monitoring Russian troops in Belarus, said Thursday that satellite images showed more than a third of the tents at a Wagner camp were dismantled, a sign of a possible exodus. Still, President Alexander Lukashenko insisted his country will host about 10,000 troops.

    That draws strong objections from the Belarusian opposition, which demands their withdrawal.

    “Prigozhin’s death should put an end to Wagner’s presence in Belarus, which will reduce the threat for our country and its neighbors,” exiled opposition leader Sviatlana Tsikhanouskaya told the AP.

    Yevgeny Prigozhin, who led the Wagner mercenary group, apparently died in a plane crash Wednesday two months after leading a short-lived mutiny against Russia’s top brass, raising questions about the future of the group that has been active in Ukraine and Africa. 

    The fate of the Wagner Group – a Russian private military company – has been uncertain since the armed rebellion in June, which ended with a deal brokered by the Belarusian president.

    “After his rebellion, the question was: What will be Wagner’s future in Africa, its main ground,” said Rama Yade, senior director of the Atlantic Council’s Africa Center and senior fellow for the Europe Center. “Three options were possible: its dissolution, its nationalization by the Russian state, or the appointment of a new leader.’

    Neither of the last two options included Prigozhin, but they would maintain the mercenary group’s “achievements” in Africa, “which Moscow considers highly,” according to Yade.

    “His apparent death would not change anything in Russians’ plans besides maybe getting rid of a potential future threat,” Yade said, noting that it is a “primary goal” for the Russians to keep their security and business interests in Africa.

    Some nations on the continent have turned to the private army to fill security gaps or prop up dictatorial regimes. In countries like the Central African Republic, Wagner has exchanged services for almost unfettered access to natural resources. A CBS News investigation earlier this year found that Wagner was plundering the country’s mineral resources in exchange for protecting the president against a coup.

    The group has operated elsewhere, first popping up in Ukraine in 2014 when soldiers in unmarked uniforms appeared to help pro-Russian forces illegally annex territory for Russia. Prigozhin’s forces also played a crucial role in Russia’s ongoing war there and succeeded in taking the eastern city of Bakhmut.

    Before Ukraine, the group is believed to have been involved in supporting Russian forces in Syria.

    Wagner has been independent from the Russian government, which gives Russia’s leadership plausible deniability about its military operations, Andreas Krieg, a professor of security studies at King’s College London, told Time

    “The Kremlin needs an organization which can do its dirty work effectively,” Amalendu Misra, a professor of international politics at Lancaster University, told the outlet. 

    However, the Institute for the Study of War, a Washington D.C.-based think tank, says it is unlikely the Wagner Group will continue to exist as a “quasi-independent parallel military structure” without Prigozhin and other Wagner leaders who were reportedly on the aircraft that came down north of Moscow.

    “The elimination of this central leadership likely ends any remaining means Wagner had to operate independently” of the Russian Ministry of Defense, the war study institute said.

    “It remains unclear whether the Kremlin intends for Wagner to completely dissipate or intends to reconstitute it as a much smaller organization completely subordinate to the Russian MoD,” it said. “A third option — restoring Wagner as a quasi-independent organization under a new commander loyal to the Kremlin — is possible but unlikely.”

    An investigation is underway into what caused Wednesday’s crash. A U.S. official told CBS News the U.S. is confident the plane was brought down by an explosion.  

    The Kremlin dismissed speculation Friday that it had ordered Prigozhin’s assassination.

    His death, however, will “have a serious effect on the cohesion of Wagner,” which was already “disintegrating” before the crash, according to The Economist’s defense editor Shashank Joshi.

    “We saw this in the sense that they were being pushed out of Africa by Russian military intelligence, displaced by other Russian mercenary groups close to the Russian government, and even in Ukraine,” he told Sky News.

    “They were effectively playing a negligible role on the frontlines after he [Prigozhin] led the capture of Bakhmut back in May,” Joshi said. 

    The group’s mercenaries have also recently been in Belarus, which they may now face pressure to leave, said Hanna Liubakova, a Belarusian journalist and nonresident fellow with the Eurasia Center. 

    The mercenaries’ presence there stemmed from Belarusian President Alexander Lukashenko’s “effort to demonstrate his loyalty” to Russian President Vladimir Putin. Back in June, after Prigozhin’s failed mutiny, Lukashenko and Putin negotiated a deal that included “security guarantees” for the Wagner fighters.

    “The motivations for Wagner mercenaries to remain in Belarus are diminishing rapidly,” Liubakova said. “The future course of action for them remains uncertain. … The Kremlin will dictate the schedule for their presence.”
